Moganshan with a dog: what the record says about the transfer centre kennels

The only record of free dog cages at the Moganshan transfer centre is a 2019 trip report, and nothing since confirms them. Dogs cannot ride the train or the bus with you. Plan around a guesthouse below the gate.

A dog owner might expect to take the dog up Moganshan on the coach, or to leave it in a kennel below. The written record supports neither for today. The one account of free dog cages at the transfer centre (换乘中心) describes an August 2019 visit, and nothing published since confirms them. Moganshan pet friendly travel means a guesthouse below the gate, not the old hill station at the top.

Moganshan (莫干山) is a mountain in Deqing County (德清县), Huzhou (湖州), Zhejiang, about 60 km north of Hangzhou and 200 to 240 km from Shanghai. It is not Moganshan Road in Shanghai, the M50 art district. With a dog, the questions come at the train, the bus, the transfer centre at Yucun (庾村) and the guesthouse door.

The transfer centre kennels: one report from 2019

The whole case for kennels rests on one Chinese trip report. Its writer, posting on the Youxiake community board as 喵喵酱旅行, describes the main centre in August 2019. Large pets were not allowed up the mountain, but the service centre kept big cages where they could stay free of charge. Small pets went up in a cage lent free against a deposit, refunded on the way down.

That’s all there is. We searched the Chinese web 22 ways on 27 October 2026, on travel boards and review sites and in the news apps. No later account mentions the cages, either way. The scenic area’s website refused every request we made, and no visitor notice we could read mentions dogs. Pages that cite an “official guide” with pet zones and storage prices name no document. We found none.

No dated record of the cages after August 2019, 22 searches, BeyondBorder Group Ltd desk research, 27 October 2026.

Treat the cages as a possibility, not a plan. Nobody here has rung to ask. To check yourself, ring the scenic area’s ticket line on 0572 8412345, ask about 宠物寄存 (pet minding) and give the dog’s size. The shuttle page prints the same record beside the fares.

Getting a dog to Deqing

On the train, the dog doesn’t sit with you. Railway staff told Beijing News in February 2026 that pets are banned from passenger carriages.

What exists instead is consignment. Since 8 April 2025 the railway has carried cats and dogs in a separate, staffed space on the same train, first on ten services through Hangzhou East and Shanghai Hongqiao. You cannot visit the animal on the way (it rides with staff), and it needs an animal quarantine certificate.

By April 2026 it covered 121 stations and 228 trains, for pets up to 15 kg, 40 cm at the shoulder and 52 cm long. A bigger dog doesn’t qualify.

No source we read puts Deqing station (德清站) on the list. Check the pet consignment section (宠物托运) of the 12306 app for your train before you book. If Deqing isn’t there, a car is the other way in, and the private car rules still apply at the top.

From the station, the Y1 bus is out too, because of Huzhou’s dog rules.

The Huzhou rules a visiting dog must keep

Now the rules on the ground. Deqing is part of Huzhou. The Huzhou Dog Management Provisions (湖州市养犬管理规定), in force since 1 January 2022, bind a visitor’s dog as much as a resident’s. Dogs are barred from public transport and from the indoor areas of crowded places, hotels and restaurants included, on a fine of RMB 200 to 1,000. Service dogs are exempt. Whether the scenic area coach counts as public transport is not written down.

In key zones (重点管理区), the built up areas of towns and development zones and any area a county names, a dog wears its tag and walks on a leash no longer than 1.8 m, or travels in a cage or bag. Leaving its mess costs RMB 20 to 50.

Huzhou Public Security counts as large any adult dog over 60 cm at the shoulder or 100 cm long, and bans 42 breeds in key zones. The provisions let a large dog into a key zone only caged, for treatment. Otherwise the fine is RMB 200 to 1,000, and an owner who refuses can lose the dog.

Which parts of Moganshan town are key zones is set by a county notice of January 2022. It would not load for us. Nothing published says the villages are outside them.

Dog friendly Moganshan: the guesthouses below the gate

One Moganshan guesthouse told China Youth Daily it began taking pets in the summer of 2024. Staff ring the day before to ask breed and size, small dogs get a cage on the balcony, and pets stay off beds and sofas. The same report met a guest whose listings said pet friendly and whose hosts then refused the dog. Most ticketed scenic areas in China, it added, ban pets outright.

Another, written up by Tide News, turns away children under 14. Its owner would rather lose a booking than house a guest afraid of dogs.

The Huzhou ban on the indoor areas of hotels (宾馆) does not say whether a minsu (民宿, a family run guesthouse) counts, and we won’t guess. Get the property’s yes in writing, with the dog’s breed and weight, before you pay. A filter on a booking site isn’t a policy. The minsu explainer explains how they work.

Bringing a dog from abroad

The limit is one dog or cat per person per entry, with a quarantine certificate, a rabies certificate and a microchip. Unless it comes from a designated country or region, or has a passing rabies antibody test, it faces 30 days of quarantine at a port with the facilities.
