The mountain in question stands in Deqing County, Huzhou prefecture, Zhejiang Province, China, about 60 km north of Hangzhou and 200 to 240 km from Shanghai. Search results will also hand you Moganshan Road, an art district in Shanghai. Wrong Moganshan.
The best time to visit Moganshan is late April to May, or late September to early November. Avoid the first week of May and the first week of October, which are national holidays. If you act on one line here, make it the day of the week ahead of the month.

Why the answer is not simply summer
Ask anywhere else and the answer comes back in one word: summer. That is historically correct. Missionaries built this place in the 1890s to escape Shanghai’s heat, and it still works. July and August average 24.1 °C, some 6 to 7 °C below Shanghai and Hangzhou.
Everybody else knows this, so you bid against the whole Yangtze delta for a bed. The shoulder months hand you most of the cool air and a fraction of the crowd. Both are promoted locally as shoulder seasons, which tells you the operators know summer is oversubscribed.

What actually goes wrong, and how often
Weather and Moganshan crowds both spoil trips. They do not cost the same.

Bad weather is a bad afternoon. A bad date is a bad trip.
The occupancy record backs that up. Guesthouse occupancy across the area averaged about 55 percent in 2024, and the high-end segment 68 percent in 2025. Over the May 2024 holiday it hit 94 percent. An average near 55 against peaks of 94 means many empty beds somewhere. Set that beside the weekday split, where Mondays are notably quiet, and you know where.

Crowd levels are our estimate, not a forecast for your Tuesday. One row is a minority view: we rate June highly and almost nobody else does. The heat has arrived by then. The core season has not. The seasons guide covers what each one looks like on the ground.
Midweek beats any month
The strongest lever you have has nothing to do with the season.
Moganshan sits 2 to 3 hours from Shanghai by road and about 1.5 hours from Hangzhou. That makes it a weekend market, and the split holds all year.

Put the two swings side by side. The year moves about 23 degrees, from 1.4 °C in January to 24.1 °C in summer, and you can dress for all of it. Take the same week and arrive Monday, not Saturday, and the mountain goes from full at RMB 1,000 a night to half empty nearer RMB 400. Our source gives those bands by season rather than by weekday, so read the size of the gap and not the two numbers. The day of the week swings your trip harder, and it is the one thing you control.
We know what we are asking. Traveling Monday to Thursday means spending leave days, or pulling children out of school. It is still the cheapest upgrade here.
You cannot take your own car into the scenic area. Everyone changes at Yucun, Fatou or Houwu, and those centers run 08:00 to 18:00. Capacity is fixed and weekends fill it. Read getting here before you fix dates, since the shuttle timetable decides what your arrival day can hold.
The two weeks to avoid
A Golden Week is a weekend that runs for seven days. The May Day and National Day holidays, China’s two Golden Weeks, sit directly on top of the two best periods of the year. That overlap is no accident. Those are the weeks the whole country is free to travel. The exact dates shift each year, so check yours before counting seven days from the 1st.

Where our own answer is weak
Our answer has two soft spots.
The windows are narrow. Both together come to perhaps ten good weeks, and the guesthouses know it. Book four to eight weeks out, not two.
Then daylight. By November the 18:00 cutoff bites well before you feel like stopping. An October afternoon holds a walk and a late lunch. A November afternoon holds one of them.
Winter, honestly
If that rules our window out, there is one more answer. Winter is the contrarian pick, with the caveats attached.
