A joint directive of 24 May 2024 bars hotels from refusing foreign guests for lack of a licence. Three bodies signed it:
- Ministry of Public Security
- Ministry of Commerce
- National Immigration Administration
Refusals are still reported. Two years on, the directive has not settled it on the ground, and the smaller the property the less likely it is to have heard of it.

What this means for a visitor: Ask before you pay, and get it in writing. This mountain runs on minsu (民宿), small family run guesthouses, so put the question to the property rather than assuming the directive reached it.
