A joint reply of 24 May 2024 tells hotels not to refuse foreign guests for lack of a licence. Three bodies signed it:
- Ministry of Public Security
- Ministry of Commerce
- National Immigration Administration
It answered messages that foreigners had left on the State Council website (中国政府网) after hotels turned them away, China Tourism News (中国旅游新闻网) reported the same day. It is a published reply rather than a numbered rule, and it names no penalty for a house that refuses anyway.
Refusals are still reported. Two years on, the reply has not settled it on the ground, and the smaller the property the less likely it is to have heard of it.

What this means for a visitor: Ask before you pay, and get it in writing. This mountain runs on minsu (民宿), small family run guesthouses, so put the question to the property rather than assuming the reply reached it.
